The industrial and urban development of Chiayi City originated from the historic Chiayi County seat and gradually expanded outward. This project adopts the concept of a “Chiayi Gate” as an urban threshold, linking the southern site with Beimen Station, extending along Gonghe Road to Hinoki Village. It further connects with nearby cultural landmarks, including the Chiayi Municipal Culture Center, the Chiayi Municipal Museum, and the Alishan Forest Railway Garage Park, forming one of the city’s most significant cultural and tourism corridors.
In response to site conditions and construction budget constraints, the project proposes a pragmatic and efficient land-use strategy. The library and multifunctional performance spaces are consolidated within the northern site to maximize spatial efficiency. Meanwhile, the expansive green space on the southern site is fully preserved and integrated through a layered system of diverse open spaces, forming a shared public realm for the city.
Within this framework, the site serves not only as a container for cultural facilities but also as a public platform that connects urban culture, everyday life, and tourism. Centered on Chiayi’s identity as the “City of Wood,” the project establishes a new starting point for the city’s cultural axis.
